    Summary

    R3 grants fund programs in Illinois communities that have been harmed by violence, excessive incarceration, and economic disinvestment. To address systemic disparities, aggressive approaches and targeted resources to support local design and control of community-based responses to these outcomes are required. To carry out this intent, the Restore, Reinvest, and Renew (R3) Program serves to:

    1. Directly address the impact of economic disinvestment, violence, and the historical overuse of criminal justice responses to community and individual needs by providing resources to support local design and control of community-based responses to these impacts.
    2. Substantially reduce both the total amount of gun violence and concentrated poverty in this state.
    3. Protect communities from gun violence through targeted investments and intervention programs, including economic growth and improving family violence prevention, community trauma treatment rates, gun injury victim services, and public health prevention activities.
    4. Promote employment infrastructure and capacity building related to the social determinants of health in the eligible community areas.

    R3 grants fund programs in five areas:

    • Civil Legal Aid
    • Economic Development
    • Reentry
    • Violence Prevention
    • Youth Development

    In FY2026, funding is available across two program areas:

    • Service Delivery for reentry, economic development, and civil legal aid
    • Service Delivery for youth development and violence prevention

    Additional Information

    Created by the Cannabis Regulation and Tax Act which Governor Pritzker signed into law in 2019, the R3 program is funded using 25% of adult-use cannabis tax revenue. R3 is a key component of the Pritzker-Stratton administration's commitment to equity and repairing the severe harms caused by the failed war on drugs, which disproportionately hurt communities of color.


    One of the core principles of the R3-Service Delivery program is that the most useful knowledge and experience about the needs of each community reside in the community itself. As such, the R3 program does not specify what services should be provided to address the R3 Program Priorities. Applicants are asked to clearly explain the proposed program, identify how the proposed program addresses at least one R3 Program Priority, and identify the goals, objectives, outputs, outcomes, and measurements that will be used to maintain and evaluate the proposed program. Applicants should also be able to justify their proposed approach to delivering services based on evidence supporting similar programs, accepted best practices in the field, and/or community-based knowledge and experience in their local service areas.

  • Eligibility Details

    Eligible applicants include nonprofit organizations, local governments, and tax-exempt faith-based organizations. Other organizations may also be eligible to join the proposed program as members of a collaborative.

    Only programs serving a designated R3 zone are eligible to receive funding under this NOFO. Information on designated R3 zones is available via the interactive map at https://r3.illinois.gov/eligibility

    Deadline Details

    Applications are to be submitted by March 6, 2026 by 2pm (CST). Similar deadlines are anticipated annually.

    Award Details

    A total of $50,000,000 is available in FY2026:

    • $35,000,000 for Service Delivery for reentry, economic development, and civil legal aid.
    • $15,000,000 for Service Delivery for youth development and violence prevention.

    Period of performance will extend from September 1, 2026 through August 31, 2027.
