    Summary

    The purpose of the School Safety and Security Grant is to provide funding to public schools, including the School for the Blind and Visually Impaired and the School for the Deaf for the following safety expenses:

    • Exterior doors with push bars;
    • Metal detectors at school entrances;
    • Erected vehicle barriers;
    • Security systems that monitor and record school entrances, exits, and hallways;
    • Campus-wide active shooter alarm systems that are separate from fire alarms;
    • Two-way radio systems;
    • Perimeter security fencing;
    • Bullet-resistant glass or film for school entrances; and
    • Door-locking systems.

    Grantees may not expend funds for administrative purposes, including direct administrative costs or indirect costs.

    Unallowable activities and use of funds for this grant may include but are not limited to the following:

    • Administrative Costs
    • School resource officers or school police officers, unless part of a larger security system
    • Training, unless a documented part of a larger security system or active shooter alarm system
    • Active shooter training, unless a documented part of a larger active shooter alarm system
    • Firearms, ammunition, and training related to firearms
    • Debt service (lease-purchase)
    • Audit services for state-funded grants  
    • Field Trips
    • Advisory Council
    • Cost of Membership in any Civic or Community Organization
    • Hosting or Sponsoring of Conferences
    • Out-of-State Travel
    • Travel Costs for Officials such as Executive Director, Superintendent, or Board Members
    • Travel for students to conferences
    • Stipends for non-employees
    • Non-employee costs for conferences

    Deadline Details

    Applications were to be submitted by January 31, 2020. The revised timeline is as follows: March 17, 2023 is the last amendment deadline. June 15, 2023 is the new Grant End Date. July 17, 2023 is the Final/Revised Final Expenditure reporting Deadline. July 30, 2023 is the TEA grant closeout date.

    Award Details

    Approximately $100,000,000 is available in total funding. Funding is distributed via formula ($16.18 per pupil) based on LEA enrollment. Award amounts vary. Funding amounts can be seen at http://castro.tea.state.tx.us/eGrants/19-20/19055301/eligapps.pdf. There is no cost share or matching requirement for this grant program. 

    TEA has extended the end date for the 2019-2021 School Safety and Security Grant Notice of Grant Award (NOGA). The new end grant end date is June 15, 2023. Grantees do not have to amend their applications to receive their revised NOGA. Revised NOGA certificates can be accessed, viewed, and printed using the Print NOGA button in the Expenditure Reporting (ER) system.
