Summary
The Community Development Block Grant (CDBG) program provides flexible funding to carry out a wide range of community development activities directed toward neighborhood revitalization, economic development, and improved community facilities/services. Beginning in 1974, the CDBG program is one of the longest continuously run programs at HUD. All CDBG-funded activities must meet one of the following national objectives: (1) Benefit low- and moderate-income persons; (2) Aid in the prevention or elimination of slums and blight; or (3) Meet certain community development needs having a particular urgency.
Funding is available through the Small Cities Community Development Block Grant Program (CDBG) in the Programs:
- Economic Development
- Neighborhood Revitalization
- Housing Rehabilitation
- Commercial Revitalization
Examples of CDBG-funded projects include:
- Water and Sewer Improvements,
- Rehabilitation of Substandard Housing,
- Street and Sidewalk Improvements,
- Economic Development Activities that Create Jobs for Low-and Moderate-Income People,
- Downtown Revitalization, including Facade Improvements, Streetscaping, and Underground Utilities,
- Park Facilities and Community Centers, and
- Drainage / Stormwater Improvements.
Community Development Block Grant - Coronavirus Relief Funding (CDBG-CV)
The Coronavirus Aid, Relief, and Economic Security (CARES) Act has appropriated $5 billion in Community Development Block Grant - Coronavirus (CDBG-CV) funding nationwide to assist low income families and most vulnerable citizens. The United States Department of Housing and Urban Development (HUD) has allocated $3 billion of the $5 billion appropriated by Congress.
CDBG-CV Program Requirements
Program Requirements:
- Eligible Activities: Acquisition; Public Improvements; Public Facilities; Business Assistance; Microenterprise Assistance; Public Services; Planning; and Broadband Planning and Public Infrastructure.
- COVID-19 Tie: Under the CARES Act, funding is available through the Community Development Block Grant Program for activities which prevent, prepare for, and respond to the coronavirus pandemic.
- National Objective: Each activity funded by CDBG must meet one of the following HUD required National Objectives:
- Provide benefit to low- and moderate-income (LMI) persons.
- Prevent or eliminate slum or blight conditions.
- Address urgent community development needs, which pose a serious and immediate threat to the health or welfare of the community for which other funding is not available.

Additional Information
Prior to submitting an application for funding, the applicant must hold one public hearing to discuss community needs, and then hold a second public hearing to discuss the proposed CDBG application, including the specific activities that are being proposed and the funding being requested.
Under the State of Florida's CDBG Program, the state awards grants to smaller units of general local government that develop and preserve decent affordable housing to provide services to the most vulnerable in our communities, and to create and retain jobs. Pursuant to the Coronavirus Aid, Relief, and Economic Security (CARES) Act, the U.S. Department of Housing and Urban Development (HUD) allocated additional Community Development Block Grant Coronavirus (CDBG-CV) funds to the state of Florida to address issues related to the impacts of coronavirus (COVID-19).

Applications for the Small Cities Community Development Block Grant were due May 5, 2023. A similar deadline is expected, annually.
