Summary

The purpose of the Promoting Postbaccalaureate Opportunities for Hispanic Americans (PPOHA) Program is to provide grants to:
- expand postbaccalaureate educational opportunities for, and improve the academic attainment of, Hispanic students; and
- expand the postbaccalaureate academic offerings as well as enhance the program quality in the institutions of higher education that are educating the majority of Hispanic college students and helping large numbers of Hispanic and low-income students complete postsecondary degrees.

In FY 22, a total of $5,900,000 was available. A total of $11,051,370 was available in FY 19.

Additional Information

For the 2024 competition, there is one absolute priority, two competitive preference priorities, and three invitational priorities. Applicants are required to meet the absolute priority and are strongly encouraged to respond to one or both of the competitive preference priorities.
Absolute Priority Expanding the number of Hispanic and other underrepresented graduate and professional students that can be served by the institution by expanding courses and institutional resources.
Competitive Preference Priority 1: Meeting Student Social, Emotional, and Academic Needs (up to 10 points) Projects that are designed to improve students' social, emotional, academic, and career development, with a focus on underserved students.
Competitive Preference Priority 2: Increasing Postsecondary Education Access, Affordability, Completion, and Post-Enrollment Success (up to 5 points) Projects that are designed to increase postsecondary access, affordability, completion, and success for underserved students by supporting the development and implementation of high-quality and accessible learning opportunities, including learning opportunities that are accelerated or hybrid online; credit-bearing; work based; and flexible for working students.
Invitational Priority 1: Improving the Hispanic Ph.D. Pipeline through Collaboration Consortiums of no fewer than three HSIs that award Ph.D.s are eligible to apply.
Invitational Priority 2: Supporting the Hispanic Educator Pipeline Projects that are designed to establish or expand entry points into the educator pipeline, in an effort to increase the number of Hispanic educators and/or the number of Hispanic students earning postgraduate degrees in preparation for employment as an educator. Under this priority, the department is particularly interested in projects that are designed to establish, improve, or expand programs that:
- Recruit racially, ethnically, and linguistically diverse educators;
- Retain diverse educators by strengthening support networks and providing professional development; and/or
- Combine traditional academic training with specialized knowledge and skills that will prepare students for entry into the educator profession.
Invitational Priority 3: Increasing Hispanics in Science, Technology, Engineering, and Mathematics (STEM) Projects that are designed to increase the number of Hispanic postbaccalaureate students and educators in STEM.
Eligibility Details

Institutions must be designated eligible for the Title V Part A and the Title III, Part F programs, meaning that the institution of higher education's average educational and general expenditures” (E&G) per full-time equivalent (FTE) undergraduate student is less than the average E&G expenditures per FTE undergraduate student of institutions that offer similar instruction in that year.
Upon general HEA Title III and V funding eligibility confirmation, the PPOHA program further requires that an institution:
- offer a postbaccalaureate certificate or postbaccalaureate degree program and qualify as an eligible HSI are eligible to apply for new Individual Development Grants under the PPOHA Program. See section 512(b) of the HEA.
- Have an enrollment of undergraduate FTE students that is at least 25 percent Hispanic students at the end of the award year immediately preceding the date of application.

A current PPOHA Program grantee may not give up its HSI grant in order to receive a grant under any title III, part A program. However, a successful applicant may receive only one grant under the HEA. Finally, for any IHE with current funding under a SIP grant (whether that is Part A or F) a two-year hiatus is required between current project close-out and ability to reapply for SIP funding.
Deadline Details

While the PPOHA competitions typically occur on a 5 year cycle, the Title III and V eligibility window is annual.
Applications were to be submitted by May 13, 2024. A similar deadline is anticipated quinquennially. See https://www.ed.gov/grants-and-programs/apply-grant/available-grants for the forecast of when the PPOHA program is expected to open.
Award Details

In FY 2024, a total of $11,257,000 is available to fund 11 new Five-year Individual Development Grants and two new Cooperative Arrangement Grants. Awards are expected to range from $500,000 to $600,000 for Individual Development awards for each 12 month period of the project. Cooperative Arrangement Development awards are expected to range from $600,000 to $1,500,000 for each 12 month period of the project Projects are expected to last up to 5 years.
Cost sharing/matching is not required unless a grantee plans to fund an endowment. A 1:1 match of non-federal funds would then be required.
