The purpose of this program is to offer incentives to eligible applicants for the development of vocational programs across the Commonwealth. This program provides one-time start-up costs to allow vocational schools to purchase equipment to enhance vocational training programs.
The intent of the program is to allow qualified vocational programs to purchase vocational equipment. One-time installation costs can be included in the request, provided that the requests are limited. Likewise, limited funds may be used for small renovations necessary for the successful installation and usage of the equipment, although the main purpose of the funding is to purchase equipment, not to renovate classrooms.
The funder may consider the following factors when selecting grantees:

All school districts with eligible vocational programs (as defined by Section 1 of Chapter 74 of the Massachusetts General Laws) are eligible to apply for this program. Districts may submit no more than four applications total, and may not submit more than one application for a given vocational program.
The deadline to submit an application is April 10, 2014. The 2015 deadline is expected to be released in March, 2015 (http://www.mass.gov/anf/budget-taxes-and-procurement/working-for-you/vocational-equipment-grant-program/).
The maximum award amount is $25,000 for a grant that is not a matching grant. The maximum matching grant award amount is $100,000, and the match must be a 1:1 match. An award must be spent within two years of the grant award. Grantees will forfeit any remaining award unused after one year.
The funder may give larger awards on the basis that an applicant has obtained one to one matching funds from an industry partner or partnering school district or community college. Matches may be monetary or in-kind; however, in-kind matches must be supported by documentation. Payment of awards based on matching funds may not be disbursed until proof of match is submitted and approved by the funder. District funds, including Ch. 70 funding, do not count as matching funds. Awards will not be given to programs requesting funds on the same equipment through the Massachusetts Life Sciences Center or the Massachusetts Clean Energy Center.
