    Summary

    The Community Development Block Grant (CDBG) program provides flexible funding to carry out a wide range of community development activities directed toward neighborhood revitalization, economic development, and improved community facilities/services. Beginning in 1974, the CDBG program is one of the longest continuously run programs at HUD. All CDBG-funded activities must meet one of the following national objectives: (1) Benefit low- and moderate-income persons; (2) Aid in the prevention or elimination of slums and blight; or (3) Meet certain community development needs having a particular urgency.


    In Missouri, CDBG funds may be utilized to address construction or renovation of various infrastructure projects such as water, wastewater and solid waste facilities, streets, and flood control projects; construction or improvements of a range of community facilities such as senior, health and social services centers; expansion of public services to serve low-income persons; creation of new jobs through small business loans or infrastructure improvements; and various affordable housing projects including home reconstruction, rehabilitation or repair programs.


    Funding is divided into the following program categories:

    • General Infrastructure – This program helps Missouri communities strengthen its local economy by improving local public infrastructure, streets, drainage, and bridges. Reliable and sustainable infrastructure helps support the business community as well as residents.
    • Industrial InfrastructureThis program helps communities develop public infrastructure that allows industries to locate new facilities, expand existing facilities, prevent the closing of a facility or the relocation of a facility outside the state. Grant funds may be used for public streets, water or sewer lines, engineering and other public facilities necessary to support the private sector project.
    • Water and Wastewater – This program helps communities establish or improve local water or sewer systems. Grants may be used for construction that is related to water treatment and distribution, and sewer treatment and collection for publicly owned systems.
    • Demolition – These grants help Missouri communities with demolition of vacant, dilapidated structures (primarily residential) in blighted areas and that present safety hazards.
    • Emergency – This program provides assistance to communities to address conditions that pose a serious and immediate threat to the health and welfare of the community. The need must be a serious threat to health or safety, be immediate, have developed or greatly intensified within the past 18 months, and be unique in relation to the problem not existing in all other communities within the state.
    • Disaster RecoveryThese grants assist local communities and other entities with long-term recovery, restoration of infrastructure and economic revitalization related to specific Presidentially-declared disasters.
    • Long Term Recovery – These funds are used to assist non-entitlement local units of government in addressing emergency housing, public facility, infrastructure, and business assistance needs that occur as a result of natural or manmade disasters. Such assistance may include, but is not limited to: acquisition/demolition, housing replacement, road repairs, storm water drainage and public facilities.
    • MitigationThese grants assist local communities and other entities coordinate efforts in mitigation and resilience for future disasters. CDBG Mitigation assistance in areas impacted by recent disasters helps carry out long-term strategic and high-impact activities to ease disaster risks and reduce future losses.
    • Community Facility – This program helps Missouri communities construct facilities that will serve a large portion of the public with a variety of services. With education and health/well-being programs taking priority, communities can utilize this program to construct senior centers, day care centers, rural health clinics, telecommunications, and 911 services, among others.
    • Business Development:
      • Action Fund LoanCities and counties can apply on the behalf of a small business to help them secure capital needed to start-up or expand after they have exhausted all other sources.
      • Interim Financing LoanLocal government can provide a short term loan to certain types of for-profit companies that need funds for start-up or expansion and have exhausted other sources.
      • Microenterprise - Through this program, cities and counties can design a revolving loan program to help small businesses grow or to facilitate other revitalizations/redevelopment projects that will result in job creation or retention.

    Ineligible activities include:

    • Maintenance or operation costs (Any cost that recurs on a regular basis.)
    • General government expenses
    • Political activities
    • Improvements to city halls and courthouses, except those required to meeting the Americans with Disabilities Act.
    • Purchase of equipment, except for fire protection, public services, landfills, or recreation.
    • Application preparation costs or bonus award for writing a successful application
    • Religious purposes


    CDBG funds are also being used in conjunction with the Neighborhood Assistance Program (NAP) and the Youth Opportunity Program (YOP) to support the Workforce Training Initiative, an initiative to support job training centers in Missouri. Through the Workforce Training Initiative, DED is making available a combination of CDBG, NAP, and YOP funds to help nonprofit organizations cover the cost of training needs and address gaps in quality job training opportunities throughout the state.   • Eligibility Details

    Eligible applicants are Missouri units of local government, including cities with populations of less than 50,000 and counties with populations of less than 200,000.

    Deadline Details

    Deadlines vary based on program area.

    The deadline to submit applications for the Community Facility, Demolition, and General Infrastructure grants was December 19, 2022 at 5:00 PM A similar deadline is anticipated annually. Proposals for Water/Wastewater and Emergency grants and for the Microenterprise Program are accepted on an ongoing basis.

    Award Details

    Award amounts vary by program. In 2019, award amounts were as follows:

    • General Infrastructure – Maximum award of $500,000.
    • Industrial Infrastructure – Maximum award of $2,000,000 with a maximum of $20,000 per job created and a minimum of one dollar of capital investment must be pledged for every dollar of grant funds requested.
    • Water and Wastewater – Maximum award of $750,000 or $5,000 per household benefiting.
    • Demolition – Maximum is $200,000 for housing demolition only; up to $300,000 if commercial demolition is included.
    • Emergency – Maximum award of $500,000.
    • Economic Development – CDBG funding is limited to $20,000 per job to be created, and a maximum grant of $2 million for existing companies.
    • Community FacilityMaximum award is $500,000 or $5,000 per family benefiting.
    • Downtown Revitalization – Application maximum is $500,000.
    • Action Fund LoanCDBG funds are limited to the lesser of $400,000 per project, 50% of the project costs, and a maximum CDBG cost per job created or retained of $35,000. For start-up companies, lowered to the lesser of $100,000 per project, 30% of the project costs, and a maximum cost per job of $25,000.
    • Interim Financing LoanLoans are limited to 30% of the project costs, $25,000 per job created or retained, or $1 million per project, whichever is less.
    • Microenterprise -  Up to $25,000 per business, or 70% of the project cost, whichever is lower. At least one full-time equivalent job must be created or retained for each $15,000 in loan proceeds with 51% or more to be low and moderate-income persons.
