    Summary

    The purpose of this program is to support American Indian education programs and improve outcomes for American Indian children and youth. American Indian programs supported by this grant should be specifically designed to meet the unique educational and/or culturally related academic needs of American Indian youth.

    Program components may include: development of support components for students in the areas of academic achievement, retention, and attendance; development of support components for staff, including in-service training and technical assistance in methods of teaching American Indian pupils; research projects, including experimentation with and evaluation of methods relating to American Indian pupils; provision of personal and vocational counseling to American Indian pupils; modification of curriculum, instructional methods, and administrative procedures to meet the needs of American Indian pupils; and supplemental instruction in American Indian language, literature, history, and culture. Districts offering programs may make contracts for the provision of program components by establishing cooperative liaisons with tribal programs and American Indian social service agencies. These programs may also be provided as components of early childhood and family education programs.

    Each district receiving a grant under this section must each year

    1. conduct a count of American Indian children in the schools of the district;
    2. test for achievement;
    3. identify the extent of other educational needs of the children to be enrolled in the American Indian education program; and
    4. classify the American Indian children by grade, level of educational attainment, age and achievement.

    Participating schools must maintain records concerning the needs and achievements of American Indian children served.

    Grantees must be capable of administering a grant successfully and professionally and are expected to follow all state and federal regulations.  Grantees must ensure they have a conflict of interest policy in place and adhere to that policy throughout the grant period.

    Districts, charter schools, alternative schools and tribal schools in the State of Minnesota are eligible to apply.

    Deadline Details

    The deadline to submit an application is March 21, 2013, no later than 3:30 p.m. Central Time.

    Award Details

    This grant opportunity estimates that $2,137,000 will be available to fund approximately 28 grants for the initial year of the two-year grant. The maximum grant award may not exceed $76,321 per year.  Funds available from year one will not carry over into the year two grant allocation. The term of the initial grant period is anticipated to be from July 1, 2013, until June 30, 2015.  There is an option for a one time two-year continuation grant extension (for a total of 4 years) contingent upon progress made during the initial grant period, continued funding from the state and priorities of the department.
